Frank A. Ferris, PE.
Frank A. Ferris, P.E., graduated from Texas A & M University in 1985 with a B.S. degree in Civil Engineering and a specialization in Construction Management. Mr. Ferris has over twenty-five (25) years of experience in the planning, design and construction of water, wastewater, aquaculture, and irrigation facilities. He has been responsible for the facility planning, funding, grant assistance, permitting, design engineering and construction management of numerous water and wastewater treatment plants, water pumping structures, distribution systems, and ground and elevated storage facilities. Mr. Ferris has worked with several funding agencies including the Bureau of Reclamation, the United States Department of Agriculture (USDA), the Texas Water Development Board (TWDB), and the Environmental Protection Agency (EPA).
David H. Flinn, PE
David H. Flinn, P.E., has over nineteen years (19) of experience in the Planning, Design and Construction of Water and Wastewater facilities. He also has three years of experience in heavy construction of a 20 MGD Wastewater Treatment Plant and two (2) Prisons ($50 million each). Mr. Flinn received his BS in Building Construction from Texas A&M in 1985. In 1992, he earned a BS in Civil Engineering from UTA and became a Registered Professional Engineer in Texas (License No. 82637). Mr. Flinn has been responsible for the facility planning, funding/grant assistance, permitting, design engineering, and construction management for both wastewater treatment plants, water distribution, water pumping, elevated and ground storage facilities. He has worked with the Texas Water Development Board (TWDB), the Texas Community Development Program (TCDP), the Environmental Protection Agency (EPA), the Texas Commission on Environmental Quality (TCEQ), and the United States Department of Agriculture (USDA).
Jose D. Medina, RPLS
Jose D. Medina, RPLS, has over twenty-two (22) years of experience in land surveying. His current responsibilities include all land surveying aspects within the company, including data analysis, cost estimating, and supervision of drafting technicians, quality control, and managing and supervising field parties.
Carlos A. Luna Rios, P.E.
Carlos A. Luna Rios, P.E., graduated from Texas A&M University in 2016 with a Bachelor of Science Degree in Civil Engineering. Immediately after graduation, Mr. Luna began his consulting engineering career with Ferris, Flinn & Medina, LLC. Experience with the firm includes determining the feasibility of land development projects, including design of water, wastewater and drainage infrastructure for such projects. Experience also includes preliminary engineering, design, and construction management of large scale irrigation and port projects for various irrigation districts and ports in the Rio Grande Valley. Mr. Luna’s experience also includes preparing grant proposals, environmental site assessments, feasibility studies, and construction phase services for various projects. Since starting his career with Ferris, Flinn & Medina, LLC, Mr. Luna has gained valuable experience in a wide variety of projects, design challenges, and management-related activities.
Agustin Valdez, P.E.
Agustin Valdez, P.E., began his career as a draftsman for a civil engineering company in 1999 and continued to broaden his knowledge and know-how thereafter. Mr. Valdez graduated from The University of Texas Rio Grande Valley with a Bachelor of Science Degree in Civil Engineering. He began working with Ferris, Flinn & Medina, LLC in 2005. Mr. Valdez has over 25 years of experience working in the surveying, planning, cost estimation, design and construction of water distribution networks, wastewater facilities, irrigation facilities, land developments, site developments and construction project management. He has worked on projects involving feasibility studies, deed & right-of-way research, funding, grant assistance, permitting, irrigation infrastructure including pumping plants and its pipeline system, large water reservoirs, large and small pipeline bores and significant experience in planning, design, and construction of site work, water, wastewater, paving, and drainage projects in South Texas. Mr. Valdez has worked with the Bureau of Reclamation, the United States Department of Agriculture (USDA), the Texas Water Development Board (TWDB), the Environmental Protection Agency (EPA), the Texas Department of Transportation (TxDOT), multiple cities, and other public & private entities. Beyond the previously mentioned, he also trains new and current draftspersons and staff in CAD and other related software.
Antonio L. Reyna, P.E.
Antonio L. Reyna, P.E., graduated from the University of Texas Rio Grande Valley in 2017 with a Bachelor of Science Degree in Civil Engineering and in 2022 with a Master of Science Degree in Civil Engineering. Mr. Reyna began his consulting engineering career with Ferris, Flinn & Medina, LLC in 2019. Experience with the firm includes determining the feasibility of land development projects, including design of water, wastewater and drainage infrastructure for such projects. Experience also includes preliminary engineering, design, and construction management of large-scale irrigation and drainage projects for various irrigation districts and municipalities in the Rio Grande Valley. Mr. Reyna’s experience also includes preparing grant proposals, preliminary engineering reports, feasibility studies, and construction phase services for various projects. Since starting his career with Ferris, Flinn & Medina, LLC, Mr. Reyna has gained valuable experience in a wide variety of projects, design challenges, and management-related activities.
Our Story
In 1998, after working for another South Texas consulting engineering firm for 13 years, Frank A. Ferris, P.E., made the decision to venture out on his own. Mr. Ferris left that firm and formed Ferris Engineering, Inc.
After working in the construction industry for 7 years building water utility plants and spending another 9 years working with a consulting firm specializing in water and wastewater, in 2001, Mr. David H. Flinn, P.E., joined Ferris Engineering, Inc., and the firm became Ferris & Flinn, LLC.
Mr. Jose D. Medina, RPLS, began our surveying operation in 2003 and became a partner in 2007. Upon being fully vested in Ferris & Flinn, LLC, the principals made a collaborative decision to rename the firm to include Mr. Medina, thus we became Ferris, Flinn & Medina, LLC.
